Dažkārt Baltā grāmata tiek izdota pēc Zaļajām grāmatām, kuru mērķis ir konsultatīvā procesa uzsākšana Eiropas līmenī. Baltās grāmatas tiek sagatavotas, piemēram, par iekšējā tirgus izveides pabeigšanu, par izaugsmi, konkurētspēju un nodarbinātību, kā arī par iekšējam tirgum būtisko likumu saskaņošanu kandidātvalstīs Centrāl- un Austrumeiropā. Definīcija:White Papers published by the Commission are documents containing proposals for Community action in a specific domain. They are sometimes produced in the wake of Green Papers (q.v.), the object of which is to launch a consultation process at European level. For instance, there have been White Papers on the completion of the internal market, on growth, competitiveness and employment, and on the approximation of the laws of the associated States of Central and Eastern Europe in matters relevant to the internal market. When a White Paper is adopted by the Council, it becomes a programme of action of the Union in the field concerned.
