Not to be confused with essential requirements (q.v.), they may be invoked by a Member State of the Community to exempt a product from the principle of freedom of movement of goods for reasons of fiscal supervision, protection of public health, in the interest of fair trade and to protect consumers (cf. "Cassis de Dijon" ruling).
